In 1963 Admiral Collins of CenPacFlt assigned Petty Officer "Pencils" Coleman the task of delivering Top Secret information for Vietnam's Operation Market Time. Soon after Pencils secures the documents, the ex-cop encounters two murders aboard his ship, the USS STEVENS, and is appointed to lead the homicide investigation. Pencils is led to an Hawaiian base, international drug-ring, and prostitution. Explosions, gunfire, and high-speed chases set a course of destruction directly to the man who master-minded the murders of Pencils' shipmates.

Bob Norris witnessed his wealthy wife's murder in a convenience store and knew it wasn't coincidental to the robbery. Leaving his job as an art teacher, he moves into the slums of Pecatonica, Nebraska, to team up with a one-armed man and a streetwalker to find his wife's killer.
